If lawmakers approve a plan to loan the Wichita Boeing plant up to $500 million to develop a new jetliner, it would mark a new direction for state-sponsored economic incentive packages.
Never before has the state invested in something that couldn’t be touched.
Historically, Kansas has offered economic development packages built around tax breaks for infrastructure. But under a proposal that lawmakers will consider when they reconvene April 30, the state would issue up to $500 million in bonds to help with the research, engineering and product development of a new super-efficient Boeing jetliner.

It would be an investment in intellectual property rather than machinery and equipment.
“I think it’s a very important move in terms of taking economic development policy to sort of the next level to look at research and development as being an appropriate investment for the state,” said Gov. Kathleen Sebelius, a key supporter.
