Airlines without a regional program? Are they harder to get into than say moving up from Delta Connection to Delta Airlines?

Someone at the Canadian consulate in chicago told me that canadian citizens residing in the us that go back and visit canada are ok for travel and don’t need a passport if they have a permanent resident card?
